2024 U12-U21 Draft League Structures

02 Apr 2024

U12-U21 League Structures & Key Information

During the Team Entry Period, clubs were given the opportunity to submit League Change Requests for all competitions. FV have taken into consideration the following principles to establish the Provisional League Structures. These may have included, but are not limited to;

  1. A Club's history with FV.
  2. Reconfirmation of team entries.
  3. Order of merit regulations.
  4. The previous level of registered players which have competed in Football Victoria Competitions.
  5. The on-field performance of the team.
  6. If the club already has an ‘A’ League team in the league structure.
  7. Viability of leagues.
  8. Any other factors as determined by FV.

In some instances, to ensure there are as many balanced leagues as possible and to accommodate League Change Requests, teams have been allocated into an alternate zone. For example, a club in the South requesting to move to a higher league, may have been moved into an East competition to create a balanced league. Along with this, there are also instances where due to the number of Team Entries, leagues have been merged (i.e., North-West, South-East, Metropolitan) to ensure it is a viable competition.

JUNIOR ‘A’/KANGAROO LEAGUES ONLY (JUNIOR BOYS & JUNIOR GIRLS)

As per communication sent to Clubs on March 9, 2023, Under 12 Kangaroos & Under 13-21 ‘A’ Competitions will again be running in season 2023.

A key reminder for Clubs entering teams into Under 12 Kangaroos & Under 13-21 ‘A’ Competitions, is that this is a commitment for the entire 2023 season with no opportunity to regrade in or out.

For further information on Kangaroo & ‘A’ Competition formats, please see below.

BOYS & GIRLS, ALL OTHER LEAGUES (EXCLUDING ‘A’/KANGAROO LEAGUES)

Junior Community Competitions for Boys and Girls Under 12 Wallabies/Joeys & Under 13-21 B, C, D, E Competitions will again operate in season 2023 with the below to consider.

  • No Regrading Results for teams who regrade out and into another league.
  • Rounds 1 – 4 counting as ‘Grading Rounds’ and results and ladders reset is the league is impacted by a team regrading into the competition.
  • If the league is not impacted by a team regrading into the competition, the fixture continues and the ladders and results remain.

Each competition season is still required to fit into an 18 round season and as such, some teams may not play each other in an even home and away fixture. The fixture is an entirely random draw, so no team is prioritised over another when determining who plays each other twice or once.

Fixturing

The Community Competitions team have begun the fixturing process for approximately 35,000 fixtures across Victoria for season 2023.

FV’s principles for fixturing are:

  • Flow of competition fixtures which will assist with venue allocations and referee appointments.
  • Ground availability (due to council allocation/works/ground sharing).
  • Aiming to play as many fixtures as possible.
  • Obligation to comply with Federal, Victorian, Local Government and FA mandated advice/requirements in relation to football activity therefore fixturing will be in line with any regulations mandated by these authorities.
  • When actioning Late Team Withdrawals from a competition, the FV Competitions team may be unable to rebalance fixtures prior to Round 1. This can lead to unusual fixture patterns in the first four rounds i.e., two teams have Byes in Round 1.

The Community Competitions team will endeavour to rebalance leagues as soon as possible when a team is removed from a League Structure.
