An International Transfer Certificate (ITC) is required for every player aged 10 years or older, who are playing football in Australia for the first time, is not an Australian citizen, or whose last registration was overseas. This is a FIFA requirement to ensure players are not under contract or suspended, and is applicable even if the player is an Australian citizen or if they have been registered in Australia previously.
For the question "Was Your Last Registration to an Affiliated Football (Soccer) Club in Australia?" you answered No.
This is likely to cause a 6-10 week delay waiting for an International Transfer Certificate (ITC) to be requested by Football Australia, via FIFA and to the governing body in the last country. Then it has to come back, via FIFA, to Football Australia and finally to Football Victoria. The system is designed to allow junior clubs to be compensated if a player goes on to become a high-earning professional footballer.
The whole process can take months and your child is ineligible to play in matches until the ITC arrives.
To workaround this problem
Click here to sign into Play Football https://registration.playfootball.com.au/participant?page=registrations
Click on Filters, then click Clear all Filters.
Find the registration with the Pending ITC.
Click the 3 dots at the top and​ click CANCEL REGISTRATION.
You then need to start fresh and submit a new Play Football registration, using the following answers.

Say No to "Is this registration for a loan period?"
Say Yes to "Was your last registration to an Affiliated Football (Soccer) Club in Australia?"
Answer No to "Was it with a different club or organisation to this Registration?"
